1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT

3 Section I: Terms in this act will be defined as follows:
4 Excise Tax- A tax imposed on the sale of specific goods or services, or on certain uses.
5 Vape- A device containing nicotine, flavorings, and other chemicals. Battery operated and emits
6 vaporized solution for inhale.
7 TCCCP- Tennessee Comprehensive Cancer Control Program

9 Section II:
10 This bill will enact a 12.5% excise tax on all e-cigarette products in the state of Tennessee and
11 the taxes collected annually will be allocated towards funding for the Tennessee Comprehensive
12 Cancer Control Program. The money generated from this tax would amount to approximately 22.5
13 million dollars a year for the Lung Cancer program, doubling the current annual funding towards
14 cancer control.

16 Section III:
17 This bill is necessary to improve the underfunding of lung cancer in Tennessee through the
18 taxation of products fueling the rampant issue of nicotine addiction.

20 Section IV: All laws or parts of laws in conflict with this bill are hereby repealed.

22 Section V: This act will go into effect January 1, 2025, the public welfare requiring it.
