1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section I: Terms in this act will be defined as follows: |
4 | Excise Tax- A tax imposed on the sale of specific goods or services, or on certain uses. |
5 | Vape- A device containing nicotine, flavorings, and other chemicals. Battery operated and emits |
6 | vaporized solution for inhale. |
7 | TCCCP- Tennessee Comprehensive Cancer Control Program |

9 | Section II: |
10 | This bill will enact a 12.5% excise tax on all e-cigarette products in the state of Tennessee and |
11 | the taxes collected annually will be allocated towards funding for the Tennessee Comprehensive |
12 | Cancer Control Program. The money generated from this tax would amount to approximately 22.5 |
13 | million dollars a year for the Lung Cancer program, doubling the current annual funding towards |
14 | cancer control. |

16 | Section III: |
17 | This bill is necessary to improve the underfunding of lung cancer in Tennessee through the |
18 | taxation of products fueling the rampant issue of nicotine addiction. |
19 | |
20 | Section IV: All laws or parts of laws in conflict with this bill are hereby repealed. |
21 | |
22 | Section V: This act will go into effect January 1, 2025, the public welfare requiring it. |
