A Bill to Encourage the Expansion of Public Transit in Tennessee

3 Section 1:
4 a. Infrastructure: The fundamental facilities and systems serving a city, or region, especially in
5 transportation and communication systems, education, energy, and waste services.
6 b. Transportation Modernization Act: Bill passed in 2023 that implemented choice lanes, expanded
7 flexibility of transportation-related projects, and created a road usage fee for electric vehicles
8 c. TDOT (Tennessee Department of Transportation): Multimodal agency with responsibilities in
9 aviation, public transit, waterways, railroads, and cycling and walking in Tennessee

11 Section 2: This act will establish changes in Tennessee’s transportation infrastructure with the
12 intent of pursuing environmental and economic sustainability, financial feasibility, and
13 consideration of the long term growth of the economy and population of the state.

15 Section 3: The Transportation Modernization Act (HB 321/SB 273) will be expanded upon,
16 expanding the scope of the bill in improving convenience and affordability of public transportation
17 in the form of bus transit in major metropolitan areas, with the state providing up to 30% of all
18 funding for establishment or expansion of bus transit lines proposed by municipal governments.

20 Section 4: Funds of 30 million dollars will be allocated as a reserve fund every year for these
21 projects, and will be the maximum amount funded for municipal public transportation projects
22 annually.

24 Section 5: Municipal governments may request financial support from the state from this reserve
25 fund, purchasing additional vehicles or express buses, constructing stations and depots, expanding
26 workforces, maintaining existing infrastructure, and other proposed projects related to public
27 transportation.

29 Section 6: If 30% of funding for public transportation projects exceeds 30 million dollars or any
30 remaining reserve funds, a committee between municipal officials and TDOT will be created to
31 negotiate the amount of state-sponsored funding.

33 Section 7: All necessary funding will be from the budget of the Tennessee Department of
34 Transportation

36 Section 8: All laws or parts of laws in conflict with this are hereby repealed.

38 Section 9: This act shall take effect upon passage, the public welfare requiring it.
