AN ACT TO MODERNIZE VOTING

1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT

3 Section 1) Terms in this act shall be defined as follows:
4 a. Voting Day: The Tuesday next after the 1st Monday in November, in every even numbered
5 year, as defined by US code Title 2 Chapter 1
6 b. Essential workers: those whose jobs are critical to maintaining the infrastructure of the state
7 c. District: contiguous geographical are within the state of Tennessee that elects a representative
8 by popular vote
9 d. Population: the number of legally registered US citizens living in any given area as defined by
10 the US census
11 e. Common economic and political interests: a group of people living in a contiguous area who
12 share similar potential benefits or risk similar losses from any given piece of Tennessee legislation.

14 Section 2) Voting Day shall be established as a holiday, with the State being required to give non-
15 essential workers paid leave to facilitate increased voting participation.

17 Section 3) A bi-partisan committee, called Redraw Every District Requiring Actual Weighting
18 Committee, or REDRAW Committee, shall be established to draw district lines:
19 A. Districts for the following offices would be under the purview of this new committee:
20 i. representatives for the US House of Representatives
21 ii. representatives for the Tennessee House of Representatives
22 iii. senators for the Tennessee Senate
23 B. This committee will be made up of:
24 i. Four representatives from the most populous party in the Tennessee Senate
25 ii. Four representatives from the second most populous party in the Tennessee Senate
26 iii. One representative shall be the Chancellor of the University of Tennessee System
27 C. This committee shall meet as soon as is possible after the US Census is completed, with the
28 further meetings, if necessary, being scheduled at the discretion of the members on the committee
29 D. Decisions shall be made by simple majority vote
30 E. The committee will consider, or weight, the following when determining district lines
31 i. Population
32 ii. The common economic and political interests of the districts

34 Section 4) The money for this act to fund this committee will come from the Tennessee General
35 Government Fund.

37 Section 5) All laws or parts of laws in conflict with this are hereby repealed.

39 Section 6) This act will take effect on April 30, 2024
