1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1: Terms in this act, unless the context requires otherwise, shall be defined as follows: |
4 | A) Nicotine: A toxic colorless or yellowish oily liquid that is the chief active constituent of tobacco. |
5 | It acts as a stimulant in small doses, but in larger amounts blocks the action of autonomic nerve |
6 | and skeletal muscle cells. |
7 | B) Tobacco: A plant with leaves that have high levels of the addictive chemical nicotine. Cured |
8 | tobacco leaves and the products made from them contain many cancer-causing chemicals, and |
9 | tobacco use and exposure to secondhand tobacco smoke have been strongly linked to many types |
10 | of cancer and other diseases. |
11 | C) Flavored Nicotine Products: Any “Flavored Nicotine Product” means any nicotine product that |
12 | imparts a taste or smell, other than the taste or smell of tobacco or unflavored nicotine, that is |
13 | distinguishable by an ordinary consumer either prior to, or during the consumption of, a tobacco |
14 | product, including, but not limited to, any taste or smell relating to fruit, menthol, mint, |
15 | wintergreen, chocolate, cocoa, vanilla, honey, molasses, or any candy, dessert, alcoholic |
16 | beverage, herb, or spices. |
17 | D) Local Police: Police operating within the same county of any reported sale of flavored nicotine. |

19 | Section 2: A statewide ordinance will be put in effect which bans the sale of flavored nicotine by |
20 | any vendor licensed to sell nicotine products. |

22 | Section 3: Any group or persons can send an appeal to local police to report the sale of flavored |
23 | nicotine. |

25 | Section 4: If a vendor is reported or discovered selling flavored nicotine products, they will be |
26 | fined a minimum fine of $5000. |

28 | Section 5: This addition of this law will cost $0, thereby having no financial impact on the state. |
29 | |
30 | Section 6: All laws or parts of laws in conflict with this are hereby repealed. |

32 | Section 7: This act shall take effect immediately upon being made into law. |
