1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1) Terms in this act shall be defined as follows: |
4 | a. Road Rage: the act of doing aggressive, reckless, and dangerous driving behaviors |
5 | b. Dashboard cameras: camera devices that serves the purpose of recording vehicle in likeliness of |
6 | a crash |
7 | c. Therapy: a form of reception of an area where one’s seeking help in |
8 | d. Clinic: facilities where a certain purpose is served in to help a certain person |
9 | e. TN DOT: Tennessee Department of Transportation |
10 | f. RRTC: Road Rage Therapy Clinics, sub-organization designed to help people who committed an |
11 | act of Road Rage |
12 | g. RREP: Road Rage Education and Prevention, sub section where driving students are taught |
13 | about the topic of Road Rage and how to avoid it |
14 | h. Locked box: a box in which a combination of numbers or a lock is required to open it. |

16 | Section 2) To prevent recklessness, encouraged implementations of dashboard cameras |
17 | a. Dashboard cameras must have a tracker that tracks and records the speed of the driver |
18 | i. Tracker must be measured in mph |
19 | b. Advertisements to persuade drivers to install dashboard cameras |
20 | |
21 | Section 3) Required therapy for those who committed an act of road rage |
22 | a. Implementation of Road Rage Therapy Clinics or RRTC |
23 | i. RRTC will be a sub-organization off of the TN DOT |
24 | b. These therapy sessions should last for 1 hour at any scheduled time between 11 am and 5 pm |
25 | in a RRTC |
26 | c. Required three sessions per road rage incident |
27 | i. The required three sessions must be completed |
28 | ii. Failure to do so after a 30-day notice will add an extra session including the sessions they |
29 | missed as well as a 500 dollar fine |

31 | Section 4) Mandatory course in driving schools about road rage and how to prevent it |
32 | a. Over the course of two weeks, a driving student must have four hours of driving education at a |
33 | Road Rage Education and Prevention or RREP. |
34 | i. The RREP is a will be a subsection of the Tennessee DOT that will educate student drivers on |
35 | how to prevent them from committing acts of road rage. |
36 | b. A driving student must stay for a whole class. The time is logged on their sheet by an instructor |
37 | from the RREP. |
38 | c. Failure to complete the four hours within the two weeks given will result in the prevention of a |
39 | |
40 | i. If the failed student wishes to obtain a drivers license, they must sign a waiver issuing their full |
41 | commitment to the course |

43 | Section 5) In order to carry a gun in a vehicle, a person must store it in a locked box that is in the |
44 | backseat. |
45 | a. The compartment should be further than arm distance away from the driver |
46 | b. Preferability of one’s choice of a lock must be approved by a member of the TN DOT |
47 | |
48 | Section 6) This act shall be funded and enforced by TN Highway Patrol and TN DOT |
49 | |
50 | Section 7) All laws or parts of laws in conflict with this act are hereby repealed. |

52 | Section 8) This act shall take effect on January 1st 2025 |
