1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1: The terms in this act will be defined as follows: |
4 | a. Eligible workers- Those who's conditions paid family and medical leave is available. If you need |
5 | to recover from a serious health condition; welcome a new child by birth, adoption, or foster care |
6 | placement; provide care to a family member with a serious illness; serve as an organ or bone |
7 | marrow donor; or to care for an injured service member. |
8 | b. Employee- Synonymous with worker; anybody working for wages or salary. |
9 | b. Family and Medical Leave Act (FMLA)- Federal labor law requiring covered employers to provide |
10 | employees with job-protected, unpaid leave for qualified medical and family reasons. |
11 | c. Payroll deduction- Wages withheld from an employee’s total earnings for the purpose of paying |
12 | presented benefits. |

14 | Section 2: Eligible workers in Tennessee will be able to request and take paid family leave. |

16 | Section 3: Employees must have been employed for at least 12 months, worked for a company |
17 | with at least 20 employees, and worked a minimum of 1000 hours. The support will last for 12 |
18 | weeks. |

20 | Section 4: Shall this program be enacted; paid family and medical leave will be entirely employee |
21 | funded by small payroll deductions. Workers would begin to contribute 0.5% of their weekly |
22 | earnings up to $168,600 although, with this the earning maximum would be indexed for the year |
23 | of the effective date. This act does not require annual appropriation from the state budget. |

25 | Section 5: All laws or parts of laws in conflict with this are hereby repealed and issued necessary |
26 | addendum. |

28 | Section 6: This act shall take effect as soon as January 1, 2025, to begin allowing employees to |
29 | start contributing to their future benefits. Applications to submit a paid family and medical leave |
30 | claim will begin on December 1, 2025, for benefitting events happening on or after January 1, |
31 | 2026. Eligible workers will begin to receive benefits on January 1, 2026. Changes to Tennessee's |
32 | current Family and Medical Leave Act (FMLA) will also take effect on January 1, 2026. |
