1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH LEGISLATURE

3 Section 1: Terms used in this act should be defined as follows:
4 a. Insulin- Natural occurring hormone, helps the body turn food into energy and manages blood
5 sugar levels. Having diabetes, your body can not make enough insulin or can’t use it properly. If
6 your pancreas doesn’t make enough insulin or your body doesn’t use insulin properly, it leads to
7 high blood sugar levels (hyperglycemia). This results in diabetes.
8 b. Insulin medicine: Human insulin is used to control blood sugar in people who have type 1
9 diabetes or in people who have type 2 diabetes. Insulin medicine is used to take the place of
10 insulin that is normally produced by the body. It works by helping move sugar from the blood into
11 other body tissues where it is used for energy. It also stops the liver from producing more sugar.
12 The types of insulin differ only in how quickly they begin to work and how long they continue to
13 control blood sugar.
14 c. Type 1 Diabetes: Condition in which the body does not make insulin and therefore cannot
15 control the amount of sugar in the blood. Usually passed on genetically.
16 d.Type 2 Diabetes: The pancreas makes more insulin to try to get cells to respond, eventually the
17 pancreas can’t keep up, and blood sugar rises, setting the stage for prediabetes and type 2
18 diabetes. Type 2 isn’t genetic and it usually appears because of excessive weight.

20 Section 2): This bill will cap the cost of insulin and will lead to saving more lives/ lower the
21 expense of diabetics care. Therefore minimizing devastating complications from diabetes and
22 removing another worry from the health system.

24 Section 3): Make insulin more affordable for patients who are not easily accessible to the price.

26 Section 4): Patients are able to pay a cap of $35 for a monthly supply.

28 Section 5): This act will not require funding from the state.

30 Section 6): All laws and parts of laws in conflict with this act are hereby repealed.

32 Section 7): This bill to be enacted on January 1, 2025.
