1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1: Terms in this bill act be defined as follows: |
4 | Medicaid: A public health insurance program for those with limited income and resources, including |
5 | children, pregnant women, older adults, and people with disabilities; called TennCare in Tennessee |
6 | Federal Poverty Line: A measure of income issued every year by the Department of Health and |
7 | Human Services. |
8 | Income: The currency a person or entity receives in exchange for their labor or investment. |
9 | Affordable Care Act: Comprehensive health care reform law enacted in 2010. |

11 | Section 2) Under this act, the only requirement for eligibility for TennCare is income. |
12 | |
13 | Section 3) Under this act, the income limit is at or below 150% of the federal poverty line. |

15 | Section 4) This bill will be revisited in 6 months if it is apparent more funding is needed. |
16 | |
17 | Section 5) All laws or parts of laws in conflict with this are hereby repealed. |

19 | Section 6) This will be funded 90% through the federal ACA expansion. The remaining 10% will be |
20 | funded through the state general fund. It is approximately $247 million for 300,000 new enrollees. |

22 | Section 7) This act will take effect November 1, 2024, the public welfare requiring it. |
