1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1: Terms defined in this act shall be defined as follows: |
4 | School zones: the set roadways immediately adjacent to the school. |
5 | Vehicular accidents: an event where either two or more vehicles collide or one or more vehicles |
6 | crash into either a pedestrian or an object. |
7 | Flashers: school zone speed limit signs that contain bright, flashing lights. |

9 | Section 2. All public schools will be required to have every school zone sign to contain flashing |
10 | lights to alert the oncoming traffic to the start of the school zone. All flashing light signals will be |
11 | required to be visible. One flashing light signal will be required to be present at each school zone |
12 | entrance per direction within each road of a school zone. |

14 | Section 3: All public schools will be required to have the speed limit during the set school hours |
15 | placed at 15 mph on roads all within the school zone but excluding the school campus itself. |

17 | Section 4: All middle and high schools will be required to have the school zone speed limit |
18 | regulation area 500 feet away from the school and elementary and pre-kindergarten schools will |
19 | be required to have the school zone speed limit regulation area 1000 feet away from the school. |

21 | Section 5: The changes will be overseen by the TN Department of Transportation. |

23 | Section 6: The addition of the lights and signs will cost roughly $12,25,000 and be funded by the |
24 | Tennessee Department of Transportation budget. Any unused funds will be returned to the |
25 | Tennessee Department of Transportation. |

27 | Section 7: All laws or parts of laws in conflict with this are at this moment repealed. |

29 | Section 8: This act shall be completed by June 1, 2024, the public welfare requiring it. |
