1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT

3 Section 1: Terms in this act will be defined as follows:
4 Proposal: A plan presented by a Municipality for the alteration of a park. This can include but is not
5 limited to a written proposal, a blueprint, or a presentation.
6 Municipality: Cities or towns with corporate status and a local government, as recognized by the
7 state of Tennessee.

9 Section 2: A committee composed of five individuals will be established within the Tennessee
10 Department of Environment and Conservation.
11 a) The members shall be appointed from within the department by the head of the department.
12 I) One of the members shall be appointed as the chair of the committee, and shall facilitate
13 meetings.
14 II) One member other than the chair shall be appointed as a recorder, and shall take notes at each
15 meeting.
16 III) Of the five appointed members, there must be at least one appointed from each of the three
17 grand divisions of Tennessee.
18 IV) The members of the committee shall be re-selected every two years.
19 b) The committee will meet bimonthly to review proposals submitted by municipalities within that
20 period.
21 c) The salaries of the members shall be $10,000 annually.
22 d) Proposals reviewed at each meeting, notes taken by the recorder, and final decisions on
23 proposals shall be published online following each meeting.

25 Section 3: Any municipality of Tennessee shall be given the opportunity to submit one or more
26 park improvement proposals to the committee, and the committee shall choose whether or not to
27 supply additional funds to the proposal(s).
28 a) A proposal may be submitted with the Municipality intending to cover either none or a portion of
29 the budget of the proposal, in which case the committee may choose to cover the remainder of the
30 budget.
31 b) Each municipality may only be delegated a maximum of $200,000 over the course of this act.

33 Section 4: The maximum annual allotment by the committee shall be $1,250,000. Any remaining
34 funds shall be reabsorbed by the Department of Environment and Conservation.

36 Section 5: This act shall remain in effect for a total of four years from the day it takes effect.
37 a) The Tennessee Congress may consider renewal of this act after each period of four years.

39 Section 6: The addition of this course will cost $5,200,000, and will be funded through the
40 Tennessee Department of Environment and Conservation budget.

42 Section 7: All laws or parts of laws in conflict with this are hereby repealed.

44 Section 8: This act shall take effect January 1, 2025, the public welfare requiring it.
