1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH LEGISLATURE: |

3 | Section 1: Prohibited Chemicals and Substances |
4 | Identify and categorize chemicals and substances commonly used in the manufacturing of |
5 | explosive devices, including but not limited to: |
6 | A)Nitrogen-based fertilizers such as ammonium nitrate. |
7 | B)Chemical precursors like acetone, hydrogen peroxide, and sulfuric acid. |
8 | C)Explosive materials including gunpowder and TNT. |

10 | Section 2: This bill will prohibit the sale, distribution, and possession of specified chemicals and |
11 | substances without a valid license or authorization from the appropriate regulatory authority. This |
12 | bill will establish a licensing and registration system for individuals and entities involved in the |
13 | manufacture, sale, or transportation of restricted chemicals and substances. There is a |
14 | requirement for background checks and verification of credentials for applicants seeking licenses to |
15 | handle restricted chemicals, including screening for criminal history and potential ties to extremist |
16 | groups. There will be penalties, including fines and revocation of licenses, for non-compliance with |
17 | licensing and registration requirements. |

20 | reasons. Firstly, it helps prevent the proliferation of explosives to individuals or groups with |

22 | regulating these materials enhances public safety by minimizing accidents or mishaps that could |
23 | occur from improper handling or storage. Additionally, strict control measures can deter criminal |
