An Act To Subsidize Childcare Costs For The Lowest Tax Bracket With The Usage Of Fines For D.U.I Incidents In Tennessee

1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH LEGISLATURE

3 Section 1) Terms used in this act shall be defined as follows:
4 a) Child care: Child care supervises a child or multiple children simultaneously. This involves
5 daycare centers. It is the legal authority of another human to supervise or be responsible for a
6 minor or multiple minors. Any facility can run a childcare institution. Young children are to be
7 looked after while the guardian is not available to supervise their child.
8 b) Tax: A necessary contribution of money going towards state revenue. The amount of tax paid
9 depends on the amount of income made. During 2023-2024 there are 7 federal tax brackets,
10 (10%, 12%, 22%, 24%, 32%, 35%, and 37%).
11 c) Driving under the influence: This is the crime of operating a vehicle while being under the
12 influence of alcohol or any other drugs. You can be fined $350 up to $1,500.

14 Section 2) With this law, we would be lowering the cost of childcare for the lowest tax bracket
15 only. Since childcare is considered essential for children to succeed, yet it is so expensive, it is a
16 struggle for many families in the lowest tax bracket to afford good quality childcare, which is why
17 we would be subsidizing the cost for them.

19 Section 3) The current cost of childcare in Tennessee can range anywhere from $7500 to $8500.
20 With this bill, we would be attempting to lower this price as much as possible.

22 Section 4) To make funding possible, we will double the fine for D.U.I. incidents. The fine of a
23 D.U.I is currently between $350-$1500, depending on your offense.
24 Doubling this will increase money greatly. Last year, Tennessee had 362 D.U.I. arrests, not just
25 incidents.

27 Section 5) All laws or parts of laws in conflict with this are hereby repealed.

29 Section 6) This bill will be published after it has gone through three days through each house.
