1 | BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT |

3 | Section 1: Terms in this act will be defined as follows |
4 | Congressional District Method: The winner of each district is awarded one electoral vote, and the |
5 | winner of the state-wide vote is then awarded the state’s remaining two electoral votes. |
6 | Electoral Congress: A group selected by the states to elect the president and the vice-president, in |
7 | which each state's number of electors is equal to the number of its senators and representatives in |
8 | Congress. |
9 | Elector: A member of the Electoral Congress |
10 | Winner-take-all system: The candidate who receives plurality of popular vote in a given state |
11 | receives all of that states electoral votes |

13 | Section 2: Tennessee uses the winner-takes-all voting system, which can lead to the winner of the |
14 | popular vote not winning the election. This bill will amend their process to be more representative |
15 | of a democracy. |

17 | Section 3: Electors votes in Tennessee will allocate two electoral votes to the state popular vote |
18 | winner, and then one electoral vote to the popular vote winner in each congressional district |

20 | Section 4: This Act would require no government funding. |

22 | Section 5: All laws Or parts of laws in conflict with this are hereby repealed. |
