AN ACT TO AMEND THE CARMEN BURNETTE ACT OF 2012 TO INCLUDE CPR CERTIFICATION

1 BE IT ENACTED BY THE TENNESSEE YMCA YOUTH IN GOVERNMENT
2 Section 1: Terms in this act will be defined as follows:
3 a.) Cardiopulmonary resuscitation (CPR): an emergency lifesaving procedure performed when the
4 heart stops beating/a patient is in cardiac arrest.
5 b.) CPR certification: A credential that qualifies one to perform an emergency lifesaving procedure
6 on someone who is incapable of breathing due to a cardiac event or extreme shock (suffocation,
7 drowning, etc.).
8 c.) ProTrainings’s Student CPR course: an online course designed by the ProTrainings organization
9 that allows for group enrollments to teach CPR in schools, includes 25 videos amassing to 1 hour
10 and 38 minutes long, with caption and audio options in English and Spanish, that results in a
11 certification card as adequate proof of completion.
12 d.) Blended (as used in Section 3, subsection (b)): with both online and in-person instruction, with
13 the in-person instruction being taught by a certified and qualified instructor.

15 Section 2: Under the Carmen Burnette Act of 2012, an amendment to TN Code 49-6-1208, CPR
16 education is required in junior and senior high school curriculum. This bill would amend the law to
17 require CPR certification.

19 Section 3: The current act specifically states that the intention of the bill is not to require full CPR
20 certification. This bill would amend the current act by replacing subsection (b) and substituting
21 instead the following:
22 (b) It is the intention of this section to equip students with the credentials to perform lifesaving
23 procedures on someone who cannot breathe on their own as a result of cardiac arrest or extreme
24 shock. Training for CPR certification will require hands-on practice and skills testing to support
25 cognitive learning and shall not include cognitive-only training.
26 (i) ProTrainings’s Student CPR course for blended High School Student CPR Training will be
27 implemented as proper for the acquisition of CPR certification befitting to the State of Tennessee’s
28 legislation requirements. ProTrainings’s specific hands-on CPR training aids will also need to be
29 purchased by each school, this may include a mannequin.

31 Section 4: This bill requests a total of $1,300,000 to enact. This money would be allocated to each
32 individual school to pay for evaluator certification and hands-on training costs referenced in
33 Section 3(b). The grant would ensure all public schools in the State have the necessary resources
34 to make learning life-saving procedures available to all public high school students.

36 Section 5: All laws or parts of laws in conflict with this bill are hereby repealed.
37 Section 6: This act shall take effect on July 1, 2026, allowing schools to adapt to the amendment
38 by equipping themselves with necessary tools and certifications to teach the course.
