| Section 1: Terms in this act will be defined as follows: |
| a.) Cardiopulmonary resuscitation (CPR): an emergency lifesaving procedure performed when the |
| heart stops beating/a patient is in cardiac arrest. |
| b.) CPR certification: A credential that qualifies one to perform an emergency lifesaving procedure |
| on someone who is incapable of breathing due to a cardiac event or extreme shock (suffocation, |
| drowning, etc.). |
| c.) ProTrainings’s Student CPR course: an online course designed by the ProTrainings organization |
| that allows for group enrollments to teach CPR in schools, includes 25 videos amassing to 1 hour |
| and 38 minutes long, with caption and audio options in English and Spanish, that results in a |
| certification card as adequate proof of completion. |
| d.) Blended (as used in Section 3, subsection (b)): with both online and in-person instruction, with |
| the in-person instruction being taught by a certified and qualified instructor. |
| |
| Section 2: Under the Carmen Burnette Act of 2012, an amendment to TN Code 49-6-1208, CPR |
| education is required in junior and senior high school curriculum. This bill would amend the law to |
| require CPR certification. |
| |
| Section 3: The current act specifically states that the intention of the bill is not to require full CPR |
| certification. This bill would amend the current act by replacing subsection (b) and substituting |
| instead the following: |
| (b) It is the intention of this section to equip students with the credentials to perform lifesaving |
| procedures on someone who cannot breathe on their own as a result of cardiac arrest or extreme |
| shock. Training for CPR certification will require hands-on practice and skills testing to support |
| cognitive learning and shall not include cognitive-only training. |
| (i) ProTrainings’s Student CPR course for blended High School Student CPR Training will be |
| implemented as proper for the acquisition of CPR certification befitting to the State of Tennessee’s |
| legislation requirements. ProTrainings’s specific hands-on CPR training aids will also need to be |
| purchased by each school, this may include a mannequin. |
| |
| Section 4: This bill requests a total of $1,300,000 to enact. This money would be allocated to each |
| individual school to pay for evaluator certification and hands-on training costs referenced in |
| Section 3(b). The grant would ensure all public schools in the State have the necessary resources |
| to make learning life-saving procedures available to all public high school students. |
| |
| Section 5: All laws or parts of laws in conflict with this bill are hereby repealed. |
| Section 6: This act shall take effect on July 1, 2026, allowing schools to adapt to the amendment |
| by equipping themselves with necessary tools and certifications to teach the course. |
